Erasmus+ Project “Work-based learning for higher education system in Mongolia towards better employability of university graduates” (MONGWBL)
The Concept paper and direction for development of the Work-based learning (wbl)in for Higher education system in Mongolia for 2024-2029 is established within the framework of Erasmus+ Project “Work-based learning for higher education system in Mongolia towards better employability of university graduates” (MONGWBL) project cofounded by the European Union.
The main purpose conforms graduates skills in line with the demands of business enterprises (hereinafter referred to as enterprises) and refine the legal policies for effective WBL implementation in HE system in Mongolia. Therefore, the purpose is based on the legal environment, policy and regulatory framework related to the graduates’ employment, internship and its quality in educational institutions (hereinafter referred to as HEIs) enterprises, WBL finance or faced difficulties to youth employment.
The WBL Model is developed to adopt the work-based learning concept into banking and insurance programs with the support of the "Erasmus+" project. The enterprise and HEI recognize credit hours based on a study plan, internship guidance, and student and assessment criteria. In addition, it allows banks and insurance institutions to upgrade and co-implement new concepts and approaches to training that meet the demands and expectations of students and employers under WBL
The purpose of the WBL program in the professional tourism sector is to strengthen the theoretical and methodological tourism knowledge acquired in the classroom through practical activities and to participate in the activities of the tourism organization.

Project quality monitoring, control and assurance system
This MONGWBL project quality control, monitoring and assurance system is defined in the Monitoring and Quality Assurance Strategy (MQAS).
Wider objective of MQAS is to make sure that the objectives of the project are met properly and insure desired impact and sustainability after project lifetime.
The situation with the unemployment of the Mongolian youth showcases that there are major difficulties for the university graduates in their transition from education to work. The MONGWBL project addresses an urgent need to enhance partnership between enterprises and higher education institutions (HEIs) and increase graduates’ employability through development and implementation of supporting national strategy, appropriate legal framework on work-based learning (WBL) and flexible apprenticeship model in Mongolia.
